PlugSuit は、SIMBL、InputManager のプラグインローダー、そして、プラグインの管理をすることが出来る環境設定パネルです。

なんて書かれてあります。

SIMBL、InputManager プラグインは、Cocoa アプリケーションにしか対応していないのですが、PlugSuit 1.5.7 は、実験的に Carbon アプリケーションをサポートしたということです。

現時点では、対応しているものはないので試すことは出来ませんが、

Extender authors: to load in a Carbon application, set the PlSSupportsCarbon key to YES in your extender's Info.plist file.

と書かれていて、PlSSupportsCarbon key を YES とすることで、ロードすることが可能になるようです。
